

Essex 2012 Olympic Games & Paralympic Games Legacy Partnership
Essex demonstrates extensive partnership working across sport and cultural activities and a dedicated evidence based approach. The Council has a strong partnership ethic with its twelve districts and the two unitary authorities of Thurrock and Southend. Through this a countywide partnership was initiated with the intention of securing a legacy from the London 2012 Olympic and Paralympic Games for Essex. The 2012 Legacy Partnership was created and is now led by Essex County Council.
The Partnership is made up of a group of organisations from across Essex, Southend and Thurrock committed to securing a legacy from the London 2012 Olympic and Paralympic Games.
Essex has worked closely with the Local Government Association (LGA) to help articulate the role of local government in the delivery of the London 2012 Games themselves as well as the legacy. This advocacy has contributed to the setting up of the LGA’s London 2012 officer network, the provision of a place for the LGA on the national Nations and Regions Group, and Essex’s engagement with the LGA officer focus group. Essex has also been a regular contributor to the LGA London 2012 officer and Member workshops.
Nations & Regions East
Regionally Essex is a driving force and founding member of Nations and Regions East, a group which Councillor Stephen Castle, Cabinet member for Economic Development, Regeneration and the 2012 Games has chaired from it’s inception. In relation to its own activity, the Council established the Essex Working Group for the 2012 Games.
The Nations and Regions East (NRE) partnership is leading delivery partner for the East of England Development Agency EEDA and is responsible for maximising benefits from the 2012 Olympic Games and Paralympic Games. NRE is part of the London 2012 organising committee (LOGOC) official Nations and Regions Group. Councillor Stephen Castle is chairman of NRE.

Essex Working Group for the 2012 Games
Established in 2004 and endorsed by the Local Strategic Partnerships for Essex, Southend and Thurrock and part of the emerging Nations and Regions Group, the Partnership worked across greater Essex to build public support for the bid. Following the success of London’s bid, and East of England Development Agency’s research that suggested Essex could benefit from the London 2012 Games to the tune of £139m, the Working Group secured senior political and officer buy-in from all leading partner agencies for its revised aim: to provide the leadership for a partnership that will ensure that Essex, Southend and Thurrock secure a legacy from the London 2012 Olympic and Paralympic Games. The group now formally named the Essex Strategic Board for a Legacy from the London 2012 Olympic and Paralympic Games established four sub groups (sport; culture and tourism; business and regeneration; skills and education) to audit the opportunities and actions required to secure a legacy for Essex from the London 2012 Games. The Action Plan for an Essex Legacy from the London 2012 Games was launched in November 2006 by Essex County Council on behalf of the Partnership; providing a framework for a legacy that partners across Essex are now working to achieve.

The Essex Strategic Board for the 2012 Olympic Games and Paralympic Games
The Essex Strategic Board for the 2012 Olympic and Paralympic Games is the Partnership responsible for ensuring the actions in the Action Plan are taken forward and that ultimately a legacy from the London 2012 Games is delivered across greater Essex. The partnership gains its authority from the Local Strategy Partnerships for Essex, Southend and Thurrock and represents Essex’s interests at regional and national level. Within the Essex Partnership the Essex Strategic Board is one of the key strategic thematic partners and securing a legacy from the London 2012 Games is a key theme within the Essex Strategy 2008-2018.
The Partnership also acknowledges the support and commitment of a range of organisations from across the public, private and voluntary sectors who are actively involved in securing the maximum legacy from the London 2012 Olympic and Paralympic Games.
Partners’ contributions to the Annual Delivery Plans
Following the launch of the Essex Legacy Action Plan, partners:
- Formally endorsed the Plan
- Prioritise their top three actions in each Action Area
- Indicated what resources they can commit to support the implementation of the Plan on an Action by Action basis.
These actions have informed the production of the Delivery Plan which sets out the detail of who will deliver what in terms of achieving a legacy from the London 2012 Games.
The full Action Plan is held within the Delivery Plan Template and serves as a working document for Strategic Board Sub Groups.
Local Authority Partnership
Essex is committed to engaging with all the Local Authorities to support their plans for London 2012. Many local authorities in Essex, Southend and Thurrock already have 2012 Legacy working groups and plans in place, whether they be annual or over the duration leading up to the Games and just after. These include:

The sportessex County Sports Partnership
To increase sports participation and physical activity levels, The unit has established a Service Level Agreement with Sportessex, the County Sports Partnership for Essex, Southend and Thurrock. Sportessex have contributed to the to the delivery plan through the work they are already involved in. Sportessex board of management also act as the sports and preparation camps sub group of the Essex Strategic Board.
The PE and School Sport Strategy
The PE School and Sport Strategy was launched after the Action Plan and took into account areas of sporting legacy.
Olympics and Tourism Legacy Plan
The Olympics Tourism Legacy Plan aligns itself with the Delivery Plan in its aim to raise awareness of Essex in a positive way to encourage economic contribution to the county and enhance the perceptions of Essex as a destination.

In June 2007, the Government published a set of five, high level Legacy Promises in Our Promise for London 2012 to articulate the scale of ambition and range of areas across which this stretches. These promises are:
1. To make the UK a world-leading sporting nation
2. To transform the heart of East London
3. To inspire a generation of young people
4. To make the Olympic Park a blueprint for sustainable living
5. To demonstrate the UK is a creative, inclusive and welcoming place to live in, visit and for business
These promises are the basis of Government legacy ambition, and there to provide a framework for organisations and individuals across the UK wanting a clear sense of the Government’s legacy priorities and therefore relate to all other 2012 strategies produced nationally, locally and regionally.
