Following the launch of the Action plan an annual delivery plan was produced to set out the detail of which partners will deliver what In terms of achieving a legacy from the London 2012 Olympic and Paralympic Games.

A new delivery plan will be produced annually until London 2012 to reflect five annual themes adopted to match the activity planned county and district wide to endorse the partnership. The themes are:
- 2008 Taking the Baton
- 2009 Building Momentum
- 2010 Showcasing Essex
- 2011 Inviting the World
- 2012 Welcoming the World
